These are 'ur' sounds - as they are horrid - there is not rule / pattern for when to use each one.  The best thing is to know the three choices - and write a word out with all three to see which one looks right.  You can also link words together with the same spelling to help your memory e.g. in silly sentence - remember the surfing turkey eating a burger!
